Merit-Based Incentive Payment System (MIPS) 

The 2023 Reporting Year MIPS Dashboard updates will be released to production on April 20th behind a feature flag. Once iSalus has passed all necessary ONC Self Certification surrounding changes to the dashboard, we will enable the 2023 reporting year for all practices. We expect this to occur by May 1, 2023. 

• U14774 - Enable 2023 Reporting:  In order to support the 2023 reporting period (1/1/23 - 12/31/23), the MIPS Promoting Interoperability, Improvement Activity, and Quality Performance categories have all been updated.  Added 2023 as the default in the dropdown so that users have access to prior years reporting as well.  
• U14775 - Modified New Health Information Exchange (HIE) measure: CMS has added a new Health Information Exchange (HIE) Objective measure for 2023 reporting: Enabling Exchange Under the Trusted Exchange Framework and Common Agreement (TEFCA).  When adding a new provider to the MIPS Dashboard for 2023 Reporting, the user has 3 HIE Options to choose from:
  • Referral Loops Measures (Displays the Referral Loops Receive & Reconcile and Send Health Info. Measures)
  • HIE Bi-Directional Exchange Measure (Displays the HIE Bi-Directional Exchange Measure)
  • Enabling Exchange under TEFCA (Displays the Enabling Exchange under TEFCA measure)
• U14784 - HIE Bi-Directional Exchange:  Required to Attest YES for Promoting Interoperability Performance Category Score if submitting as an alternative to the Support Electronic Referral Loops by Sending Health Information and the Support Electronic Referral Loops by Receiving and Reconciling measures or an alternative to the Enabling Exchange Under TEFCA measure. This will give the provider 30 points to his/her score. Added under HIE dropdown on provider screen.
• U14782 - Referral Loops - Receive & Incorporate Health Info:  Added an Attestation Checkbox for Exclusions and rescoring logic update.
• U14783 - Referral Loops - Send Health Info:  Added an Attestation Checkbox for Exclusions and rescoring logic update.
  
• U14785 - Enabling Exchange Under TEFCA:  The Enabling Exchange Under TEFCA measure is a new measure for 2023. It is the third option for the Health Information Exchange Objective and will only display on the Promoting Interoperability section of the MIPS Dashboard for Providers/Groups setup with an HIE Setting = Enabling Exchange Under TEFCA.  Required to Attest YES for Promoting Interoperability Performance Category Score if submitting as an alternative to the Support Electronic Referral Loops by Sending Health Information and the Support Electronic Referral Loops by Receiving and Reconciling measures or an alternative to the HIE Bi-Directional Exchange measure. This will give the provider 30 points to his/her score.  Added under HIE dropdown on provider screen
• U14776 - Improvement Activities List updated:  The 2023 reporting period improvement activities have been uploaded.
  
• U14777 - Safety Assurance Factors for EHR Resilience (SAFER) Assessment:  Added the measure to conduct an annual assessment of the High Priority Practices Guide SAFER Guides. Download the SAFER Guides here. 
• U14778 - Security Risk Analysis:  No changes as this is the same as 2022.
• U14779 - e-Prescribing:  RxHub Company Setting is no longer required to be "ON" for electronic prescriptions to meet the numerator.  Also added Attestation checkbox for Exclusion as well as logic update so that points are moved within HIE measures.
• U14780 - Query of the PDMP:  Added Attestation Checkbox and Attestation Checkbox for Exclusions.  If the Exclusion checkbox is marked, the provider's points are moved to the ePrescribing measure.  
• U14781 - Provide Patients Electronic Access to their Health Information:  Updated the numerator to require both MyMedicalLocker access (or setup letter) and API vendor access (or setup letter). 
• U14786 - Public Health and Clinical Data Exchange - Electronic Case Reporting:  The provider must attest Yes to meeting the Pre-Production and Validation or Validated Data Production Electronic Case Reporting options or claim an Exclusion to this measure to qualify for the Public Health and Clinical Data Exchange objective for 25 points added to the score.  Exclusion checkboxes have been added.
  
• U14787 - Public Health and Clinical Data Exchange - Immunization Reporting:  The provider must attest Yes to meeting the Pre-Production and Validation or Validated Data Production Immunization Reporting options or claim an Exclusion to this measure to qualify for the Public Health and Clinical Data Exchange objective for 25 points added to the score. Exclusion checkboxes have been added.
• U14788 - Public Health and Clinical Data Exchange - Clinical Data Registry Reporting:  The MIPS eligible clinician is in active engagement to submit data to a clinical data registry.  The provider must attest Yes to meeting the Pre-Production and Validation or Validated Data Production to the Public Health Agency (PHA) or Clinical Data Registry (CDR) options to this measure to qualify for the Public Health and Clinical Data Exchange objective for 5 points added to the score. 
• U14789 - Public Health and Clinical Data Exchange - Public Health Reporting:  The MIPS eligible clinician is in active engagement to submit data to public health registries.  The provider must attest Yes to meeting the Pre-Production and Validation or Validated Data Production to the Public Health Agency (PHA) or Clinical Data Registry (CDR) options to this measure to qualify for the Public Health and Clinical Data Exchange objective for 5 points added to the score. 
• U14790 - Public Health and Clinical Data Exchange - Syndromic Surveillance Reporting:  The MIPS eligible clinician is in active engagement with a public health agency to submit syndromic surveillance data from an urgent care setting.  The provider must attest Yes to meeting the Pre-Production and Validation or Validated Data Production to the Public Health Agency (PHA) or Clinical Data Registry (CDR) options to this measure to qualify for the Public Health and Clinical Data Exchange objective for 5 points added to the score.
